• Synchronise templates with other EC services; accept harm-aware evidence (e.g., private testimonies, anonymised datasets).

• Shorten lead times and enable rolling or staged decisions to reduce exposure windows.

Don’t

• Don’t publish sensitive beneficiary lists or granular locations where it endangers outlets or staff.

• Don’t require uniform “public impact” proof where silent impact (survival, safer operations) is the goal.

Best practice / How

• Add a gate review for harm before award decisions and before any public dissemination; include an independence safeguard clause in grant agreements.

• Provide a single helpdesk for visibility waivers, safety budgeting, and lawful data minimisation.
