OGP Global Summit Open Government, Vitoria-Gasteiz, Spain
October 7-9, 2025
From October 7-9, 2025, the Government of Spain will host the 2025 Open Government Partnership (OGP) Global Summit in Vitoria-Gasteiz, Spain. The Summit will bring together more than 2,000 high-level representatives of governments, civil society leaders, and policy-makers from around the world to exchange experiences, best practices, and progress on open government initiatives and implementation on key issues. Several sessions will be dedicated to discussions with civil society and strengthening media independence and viability.

Potential launch event of the toolkit
The International Media Assistance (IMA) Index - Launch
November
The IMA index will evaluate and ranks states based on how well they deliver on their commitments to support media internationally. The index includes all states that are members of both the OECD-DAC and the Media Freedom Coalition (30 countries). These states are evaluated against 8 criteria. The Index will be launched in November 2025.
ONGOING PROCESSES
OECD Development Assistance Committee (DAC) Governance Network (GovNet)
A structured stocktake of implementation is foreseen to take place every two years.
A survey will be implemented in 2025 as part of monitoring implementation of the principles. The deadline for OECD DAC member states to complete the survey is September 2025.
DAC members and partners continue to disseminate the principles internally and discuss implementation (e.g. Switzerland; Team Europe Democracy (TED) Network; Media Freedom Coalition (MFC).
Presentation and discussion with international platforms and coalitions, CSOs, private sector, and others (e.g. Open Government Partnership)
Team Europe Democracy (TED) Network
The TED Network's Working Group 3 on Media and Digital included implementation of the OECD development principles in their work plan for 2024/25.
The TED Network work plan includes the development of toolkit to encourage adoption and implementation. Work began in May 2025 and the first version of the toolkit is expected to be launched in November 2025.
Media Freedom Coalition (MFC)
The MFC Secretariat continues to disseminate the principles to members states and to engage via the MFC's Media Development Working Group.
The members of the Media Freedom Coalition are in an excellent position to strongly support the implementation of these principles. Collective implementation of the principles offers the prospect that independent media will be safeguarded, and global information integrity preserved.
Open Government Partnership
Open Goverment Partnership (OGP) is an organization of reformers inside and outside of government working to transform how government serves its citizens. It includes 74 countries and 150 local governments – representing more than two billion people – and thousands of civil society organizations.
DW Freedom Regional Webinar Series
The challenges for media support are growing in many regions with instability, hostile legislation, flight and migration, widespread funding cuts and changes in how citizens search for and obtain their information all add up to a complex scenario which can be difficult to master. The DW Freedom regional webinar will discuss these issues and possible solutions in the context of State of Media Development Report and input into the development of the toolkit.
