  • Risk-assess public events; enable anonymous participation or off-record briefings when needed.

  • Channel co-funding into pooled, lower-burden mechanisms; recognise local partners’ time and security costs.

Don’t

  • Don’t use grantees as public-diplomacy showcases in sensitive contexts.

  • Don’t insist on logos/social posts from partners where it compromises safety or credibility.

Best practice / How

  • Maintain a shared “do no harm” checklist with Delegations (visibility, guest lists, travel, photo policy, data).

  • Back peer safety networks (unions, hotlines, legal defence) and help convene safe knowledge-sharing.
